1989 - 1990:ILO Legal Expert, Labour Law Information Branch, Geneva, Switzerland.


1994:UN Security Council Commission of Experts on Rwanda - Human Rights Officer responsible for investigating sample massacre sites throughout Rwanda and drafting the Commission's Preliminary and Final Reports to the Security Council recommending the establishment of an international criminal tribunal for Rwanda, Geneva, Switzerland, September - December 1994.


1995 - 1998:UN Human Rights Field Operation in Rwanda - Human Rights Officer, backstopping UN human rights field operations in Rwanda, Burundi, Democratic Republic of Congo, Angola and Abkhazia / Georgia. Drafted High Commissioner's reports to the Secretary-General, General Assembly, Governments and international organizations, and reports of Special Representative on Rwanda to UN General Assembly and UN Commission on Human Rights. Trained all new field officers deployed to Rwanda. Geneva, Switzerland. January 1995 - January 1998.


1998:UNOHCHR Asia-Pacific Geographic Team Coordinator ad interim - Supervised and managed the work of 7 human rights officers and 2 secretaries. Coordinated human rights promotion and protection activities for the Asia-Pacific region, serviced Commission Iran mandates on the situation in East Timor. 1998 - 2000:UNOHCHR Research and Right to Development Branch - Human Rights Officer - Researched and drafted reports for the Secretary-General, High Commissioner for Human Rights, and UN Commission on Human Rights mandate-holders on international criminal law and tribunals, humanitarian law and civil and  political rights, terrorism, redress for violations of international human rights and humanitarian law, impunity, death penalty, human rights defenders and administration of justice. Represented Office, prepared policy papers, statements, speeches and reports for Rome Conference on the International Criminal Court and Preparatory Commission meetings held in New York. Geneva, Switzerland, October 1998 - July 2000.


2000 - 2001:UNOHCHR World Conference against Racism, Racial Discrimination, Xenophobia and Related Intolerance Secretariat - Human Rights Officer, Secretary of the Asian Regional Intergovernmental Preparatory Conference, Teheran; drafted regional expert seminar report on central and eastern Europe, statements, messages and speeches of the High Commissioner and Executive Coordinator, substantive legal research concerning the World Conference. Geneva, Switzerland, July 2000 - June 2001.


2005:UNOHCHR Expert Consultant on Democracy, Human Rights and the Rule of Law - Presented paper on "Impunity" and was seminar rapporteur for seminar which took place from 28 Feb - 2 March 2005. Geneva, Switzerland, January - March 2005.


2005 - 2006:United Nations University, Tokyo: Taught International Course on "Legal and Political Analysis of Human Rights". Japan, 23-24 May 2005 and 22-23 May 2006.


2006: UNDP Expert Consultant on Anti-Corruption and Human Rights
- Prepared paper with Ilaria Bottigliero for 12th International Anti-Corruption Conference in Guatemala, June-December 2006.


2007:UN Human Rights Council Group of Experts on Darfur Coordinator - Monitoring and drafting of UN report on Sudan's implementation of human rights recommendations, managed diplomatic negotiations for 7 Council mandate-holders and Sudan Govt in Geneva and New York. Management, analysis, monitoring and reporting on Darfur and coordination with African Union, UNMIS, UNOCHA, and other information sources. Liaison with the mass media.  Geneva, September - December 2007.


2010:UNODC Expert drafter - Drafted and presented background paper for 12th UN Crime Congress in Salvador, Brazil, on ‘international criminal justice education for the rule of law', Sept 2009 - April 2010 (funded by Korean Institute of Criminology).


2011:UNOHCHR Independent Consultant - Prepared analytical study on the role of national human rights institutions in federal States (85 pages), currently used as OHCHR training package for NHRIs.  Geneva, Switzerland May-July 2011.

2013:UNDP International Consultant for Bangladesh National Human Rights Commission - NHRI Reporting to UN human rights treaty bodies, training of Government / NHRC / NGOs, review of SOPs for case handling. Dhaka, Bangladesh, September - December 2013.


2014:UNDP International Consultant to train Nigerian NHRC staff in Human Rights Monitoring, Investigation and Reporting, including Training of Trainers in Abuja, Jos, Enugu and Lagos, Nigeria.  February 2014.


2014-2015:UNDP / IDLO Expert Consultant - implementing project to strengthen capacity of Bangladesh National Human Rights Commission on monitoring, investigation and reporting of torture, forced disappearances and extrajudicial, summary or arbitrary executions, Dhaka, Bangladesh, April 2014 - December 2015.


2014-2021: UNOHCHR - Moscow Expert Consultant and Lecturer in Masters Human Rights Summer courses in 9 Russian Universities: developed a human rights masters curriculum for nine universities in Russia and trained professors from these institutions at the Patrice Lumumba Peoples' Friendship University of Russia in Moscow. From 2015 to 2021, gave Masters human rights classes in UN-sponsored summer programs at Kazan Federal University, Patrice Lumumba Peoples' Friendship University of Russia, Perm State University, Voronezh State University and Ural State Law University in Yekaterinburg.

2020-2021: UNODC / UNDP - Lead Expert for Joint UNDP and UNODC Pacific Regional Anti-Corruption Project with the support of OHCHR and the Governments of Australia and New Zealand to research and write "The COVID-19 Pandemic: Exacerbating the Threat of Corruption to Human Rights and Sustainable Development in Pacific Island Countries", (56 pages) December 2020 - May 2021.
